Land Boundary Agreement between India and Bangladesh

In recent, Bangladesh Foreign Minister, Mrs. Dipu Moni, met with Prime Minister Manmohan Singh and Bhartiya Janta Party leader Arun Jatley to get the 1958 agreement for an exchange of exclave, between India and Pakistan (Undivided), which was un-ratified by Supreme Court of India.
Exclave is a section of territory of one state entirely bordered by territory of another country, if observed by the domicile territory.
Now if go in to the origin of the existence of these exclaves, there are two schools of thoughts
  • First: - Centuries Ago, as per admired and accepted myth, the exclaves were used as stakes in card or chess games between two regional kings. However this legend is unverified.
  • Second: -According to history, these exclaves were rumored, the result of a bewildered conclusion of a 1713 treaty between the Kingdom of Koch Bihar and the Mughal Empire.

In 1971, followed by India Pakistan war 1971, East Pakistan was carved out from Pakistan, and Bangladesh was formed. India and only just formed Bangladesh, decided to come in to an accord with India to settle these Land Boundary.
Bangladesh acted swiftly and ratified it, but in India it could not be done. One of the few plausible reasons, why it could not been done India, is, in India this matter was very widespread and politically sensitive.
As on today, there are, in total 173 exclaves, which exist in both, India and Bangladesh. Out of which, 102 are in India and rest 71 are in Bangladesh have. Now the combined, estimated population of total exclaves, around 100000

To resolve an old border dispute, India and Bangladesh signed an agreement on demarcation of land boundaries on 06th Sep-2011. The protocol was signed by Prime Minister Manmohan Singh

The inhabitants of the exclaves are breathing in awful conditions. They are even deprived of their basic rights.

They are lacking with most basic amenities. They have a lack of water, roads, electricity, schools and medicines.

Crime also is rampant and unchecked.

The reason behind uncontrolled crime is, to complain, one has to cross the international boundary, as there is a lack of law enforcement agencies.

In the coming Budget session of Parliament, due on 05th August 2013, the bill to ratify these exclaves, may come to the table for discussion and consequently to be passed . As it is a constitution amendment bill so it needs two third majority and therefore BJP support is must.

BJP should not go on to ignoring this humanitarian plight and oppose the LBA (1974 Land Boundary Agreement) on the hollow ground that India will lose a few thousand acres of land in the proposed exchange.
